Can anyone tell me what the translation (meaning) of the numeric values in the PO Receipts file for match type "PRMATC" '1', '2', '3', '4'.

1 A voucher does not yet exist
2 A voucher does exist
3 The receipt record was reversed
4 The voucher was reversed

To add to TerryWin's response, Doc ID ID 626697.1 on Oracle support goes into some detail on match types and their meaning. It was written for World Software but is applicable to E1 as well.
