Encumbrace and relief P40230A

Relief not happening for J Line Type after 2 Way Match and Posting.
I create PO, print and, 2way match, Approve and Post. All works fine and can see the encumbrance but not the relief. I have validated my setups to Oracle docs, and all appear OK.
The issue works fine with a B Line Type / receipt and 3 way match .
Any ideas would be welcome

Do you have a record set up for the company and is the commitment relief set properly
