Does CNC ADMIN ROLE allow the user to post business transactions and modify the business data in JDE ?

If by CNC ADMIN ROLE you mean SYSADMIN then yes, that role can basically do everything.

Yes, this user can do anything in the system. But it's a choice, to do or not to do.

Our non-business users (i.e., IT admin users) do not update the business data unless there is a specific reason.
For example, there was some connectivity issue and the transactions got some errors where the user cannot fix. This can be reviewed by the monthly analysis reports.
