Custom Fix/Inspect FC\'s \"Control is Exited\" ER not firing

We have custom fix/inspect where the FCs have "Control is Exited".
You are able to tab in/out of the FCs and that ER does not immediately process.
If you press a hyperitem, the ER processes.

We've tried deleting the FCs, creating a new F/I, but nothing seems to get this APPL to work.

Any thoughts as to why this may be?
