Call 3rd party dll

I need to call a non-OneWorld DLL from OneWorld. I have tried creating a button on a form and using the button to call b0000192 and setting szFunctionLibrary to the name and location of my DLL. I keep getting this: 'Error: Cannot open/initialize DLL'. Any ideas?
