E8.1 BOM Item Revisions

We are looking to implement ECO for changes to our BOM. On app p3002 the item revision level field is disabled. Does anyone know how to activate this or if there is a users guide for the ECO process?
 
This is as designed where F3002.BREV is disabled since it is not allowed to access via P3002. You have go thru the ECO process that will update back the F3002.BREV
