I think the point he is that a hacker hacks. So if you have a developer who would do this and cause problems with your system, he is the type who would play with the values to see what they do anyway. Hiding things in the INI file is not hiding anything.
At least if it is documented, the admin side can at least try to monitor or protect against it.
