Asynchronous business function error F4211SFEnddoc on entering/canceling sales order in jde9.1.3

Create a Sales Order Entry using Role dedicated to Europe it fails.
All Europe Roles are mapped to run on Europe Logic Server.
But if Sales Order Entry is done using a Australia Role for which the all the Logic runs on Enterprise Server, there is no issue.
Why is it so ?

Just a couple of dumb questions:
1. Have been packages (full/update) synchronized on both servers ?
2. While having this error do you create SO with the same SOE version for different roles/servers?

Not sure about SOP. We've seen similar messages on other applications, and it was related to row security. The user had view access to a business unit, but not update, so it threw that error when they tried to commit the transaction.
