An alternate method...
Load balance away from the desired Citrix servers. You could deploy a
mandatory package to those servers at that point. No one else will be able
to initiate a new Citrix connection. When the users eventually log out,
connect via RDP and accept the package. Then, make the Citrix server
available.

The problem is I am deploying the packages to 3 Citrix servers. I can't
make them mandatroy because I can only accept the packages at night. We
have people working in the citrix serves from different time zones. One
time, one user just hit the DECLINE button to get rid of the package.
