A9.2 adding item location during transfer

Using World v 9.2, I'm trying to perform an IT where the "to" location does not exist. The custom app is calling XT4102Z1 which seems to use XF41021 to create the location. Is there a processing option or some config I can put in place to have it create the location when it doesn't exist?

in your branch plant constant your location control will be checked that why u are unable to create a location

I changed location control to N. Warehouse control is set to N. I'm still getting an error, item location record not found. Anything else you can think of?
I am able to perform an interactive transaction to a location that does not exist (it is created).

I guess the alternative is to load the locations we need into F41021. Are there any other files that would need records added?

As a follow up, we also run JDE E1 v 8.11 and are using R47121 to process inventory transfers. Is there an option here to have locations added if they don't exist?
