Create an environment other than login environments. You will also need to
create data sources both in oneworld and foreign table use. I have done this
many times.

It would be really nice if you could elaborate some of the steps (a very, very short list) one should take in promoting the TC UBE from say DEV to CRP (or PY, whatever).
