Yup, licensing is not by session, but by user. Limiting the sign on sessions
won't have any effect on your licensed seats. I limit my licensed users by
the IBM inactivity timer. I have that set to 30 minutes, so the people who
just sign on and walk off, get logged off after 30 minutes.
