Set Version security to 1 - On the Version Detail Screen. You will need to
checkout the Version to do this, then checkin. This will prevent any but the
last modified user from making any changes to that version. They can copy
it, and run it as required, but cannot change data selection or processing
options.

To prevent users from changing your batch job specs, create a version of the
UBE owned by the user running the batch job. Place security on this version
(as the batch owner) so no one else can modify it.

This is kind of the opposite tack to the one you mentioned. This one,
though, you have control over.
