P0010 - Reporting period

I am unable to enter "00" in to FINANCIAL REPORTING YEAR, in company setup
P0010.
it gives an error msg - "ERROR Blanks not allowed"
(even after changing DD item FIYR check box for "ALLOW BLANKS")
