Negative SUI tax

We are currently experiencing a problem where if we issue mutiple checks
with the same pay period, for example vacation(union regulations), and after
the employee has reached the limit for SUI, the base salary for the second
check becomes a negative and therefore the tax is negative. On the third
check the base salary for the SUI becomes negative times 2.
To ilustrate, this is what each check will look like. Just the SUI line.

This sounds like the same problem my current client was experiencing with
the last pay of each quarter. They need to cut separate checks for vacation
and regular pay during the same week and the vertex tax software was
calculating negative amounts. Investigation showed that vertex uses YTD
amounts from JD Edwards files to do its calculations and those amounts do
not hit the files until the final update has run. The way we got around the
problem was to run the payroll process all the way through for the first set
of checks, and then process again for the second set. In this way the YTD
balances get updated for the first group of checks before the tax
calculations kick in for the second. I hope this helps.

Why is it only happening to SUI taxes? And if the Unempoloyment Insurance
Rates is set up, then it should override rates provided by Vertex.

We had an issue with negative SUI that occurred after applying a SUI
update (from JDE) that modified the P062031 program. We had to restore
the object from a back up. That particular update was applied last
August, we restored the object in October, and we had problems with
missing tax records for the time span where the modified program was in
use. Don't know if this applies to you or not, but if you want more
