Alabama Payroll

I have to set up an Alabama payroll. What is ALESA (Alabama Employement Security Assessment) and how does it differ from AL SUI? Within JDE, what tax code is used for ALESA or do I have to set up a company paid Benefit and calculate this assessment (10 cents for 1 employee!).

What cities and counties have local Payroll taxes? I see Birmingham appears to have two local taxes plus the ALSIT; any ideas as to what these are called? Montgomery does not have local income payroll taxes from what I am seeing on the registers.

I Emailed the Dept of Revenue and their reply was "try the Dept of Industrial Relations".

Any Alabama help available?
