Terminated Emp Rehired...F0101.AT1 field not updating

We are trying to figure out why when we are rehiring an employee (we remove the Date Terminated, change the Pay Status back to an Active value and update the start dates.)
The AT1 field in F0101 doesn't always switch back from an X to an E

has anyone ever encountered this?
