E9.2 Ship-To instead of Sold-To for Minimum Order Hold

I understand that JDE uses the Sold-To address when determining the Minimum Order Value (MINO) for an order during order entry. We base our Minimum Order Values on our freight zones, so we would like to use the Ship-To address for this purpose instead.

I know we can't be the only company that uses this logic and am hoping that someone may have a workaround or idea on how we can accomplish this without serious modifications.
