Read Only Permission on Applications

One of our employees need to get view only permission on HR module(includes standard and custom applications). So what is the best way to achieve this ?
As far as know, we need to go to each application in the HR module and add security for OK, and other update buttons (using security workbench). Is ther any other way to achieve this ?
Or can we run an application in No Update Mode(like no update reports) ?

Have you evaluated configuring action code security for the specific applications whereby Inquiry Only is the requirement? It is not a difficult task even if there are numerous applications to be secured.

There are other alternatives but a more in depth picture of the setup would need to be taken into consideration.
