E9.1 R30601 - Help Understanding

We had MRP crash for the last couple of days due to a recursive BOM issue. The challenge is that the BOM that was recursive was inactive (end dated 2007/2008) in a completely different branch from the active item (the active BOM was in the US and the recursive problem was from Australia and Malaysia company branches). Is there a reason inactive BOM's would be used for a lead time calculation? I can't see there is a data selection option. Any other ideas to prevent this kind of thing from happening again?
