Occupational Head Tax

We have recently added a new tax area that has an Occupational Head Tax. The Occupational Head Tax should have a maximum withholding of $52 but is exceeding that value. The tax area is Bristol PA (390170551). Anyone run into issue? Is it a Vertex issue?
