Need to secure UTB in fat client only for PD environment and Data Browser in web agen

Hi everyone,
wondering if anyone had to deal with this and I'm sure I am not the only one. Business is looking to secure UTB and Data Browser in PD from particular groups and in my case developers. I have tried to do it through External Calls security but since this is and external program I found that it only let you secure it for all environment or you make it available for all. I have also tried to secure it through P98TAM but that would only secures it if user click on visual assist in data source filed. If user attempts to change the data source name by deleting CRP and typing PROD it will let him brows to PD data source.

Any thoughts and suggestion will be really appreciated.
