Full package install, delete of /system directory taking very long time

I have an issue in my 9.1 instance where when I install a full package to an existing install it takes over 80 minutes to delete the existing system directory. Most of that time is spent doing nothing, meaning there is no CPU consumption, no disk activity, and no network activity. From this I presume that it is either a lock or a wait of some kind, but I can't find it.

Has anyone else run into this issue?
