Attaching Job Competencies to Organization Level

I'm having an issue when trying to attach a job competency to an org level. When clicking the add button, it sits on processing for about 15 minutes and nothing happens. I have tried every possible combination of organization level and job competency to see if it was just one or all of them. Adding jobs to an organization works as expected. Is there a flag or switch or something that I missed to implement this function? I already changed my draft status on the org structure to final.
