about AS/400 Chinese language cannot submit job .

Hi list,
We are using Chinese.We install at as/400. We found
We must use WE_xxxxx code set 37 to sign on oneworld
and pass security server or failed. But submit job to
as400 we get chaos code for we not use SC_GB.
Anyone have met before install DBCS ?
