E9.2 Why can't I add a specific program to my favorites?

I am using JDEdwards E1 9.2 and have admin privilege. I work with programs like the Security Workbench and have added this to my favorites.
However, there are some other security-related programs that I cannot add to favorites. I don't understand why. Is there a way around this?
A specific example is: Work with User Defined Objects (P98220U).
 
To understand, Favorites is just another content "folder" which has Task Relationships to your favorite items. You can view this directly via P01RS01 > Task Views > (Click Find) and you will see Task View 98 holds the Favorites. Each user within this Task View is identified by their user ID preceeded with an @ sign. You can also view the and modify directly via the Content Development Tools menu functions.

So any defined task can be selected and included in your Favorites (think a Task Relationship is created to the Task). The usual end-user method suggested is to navigate to the item on an existing menu tree, right-click, and add to Favorites. For P98220U, navigate to EnterpriseOne Menus > EnterpriseOne Life Cycle Tools > Orchestrator Management > User Defined Objects then right-click and select Add to Favorites. "Add to Favorites" is adding this specific task to your 98 Favorites Task View.
 
Your current JAS settings probably only allow Tasks to be added to favorites. So if an application was not launched from a menu but from fast-path directly it may not be giving you the option to add to favorites. Make sure JAS.ini setting AllowNonTaskFavorites is set and then if you open any application, go to the tools menu you should see the Add to Favorites option.
