Runubexml and LocalCodeSet

I try to run UBE via runubexml on our Enterprise server (SP24, Tools Release 24.2.1 , windows 2008r2) :

step1. runubexml.exe G CREATE_XML jdeRequest_MyReports.xml
step2. runubexml.exe S jdeRequest_MyReports.xml jdeRun.xml
I receive error message : Could not load a local code page transcoder,
Xerces Panic Error.

If I change in jde.ini "LocalCodeSet=RS_CP1251" on "LocalCodeSet=WE_ISO88591",
after that I will reboot Enterprise server - step2 completed successully.

What am I missing / doing wrong?

So if step 2 was successful after changing the CodeSet , then what is the error you are stuck on now ?

Are you logged in using the same user that runs the JDE services ?

Yes , I am logged in using the same user that runs the JDE services.
If I set "LocalCodeSet=WE_ISO88591" in jde.ini,
I run report via runubexml or runube , this reports have the strange characters instead of the Russian letters.
