Platform pack install

Hello,
I've installed deployment server 9.2 and platform pack 9.2. I've deployment server installed in one machine (windows server 2008 r2) and enterprise/database server in a separate machine (windows server 2008 r2). I've been trying to run a UBE (R98403E XJDE0009) to copy data from JDEPLAN to PD910 environment.
but, unable to connect to database to enterprise server during the course.

WHAT I'm able to do?
1. I'm able to connect using sqlplus client.
2. Able to run the enteprise services JDE E920 services.
What not able to?
1. Unable to run PORTTEST on enterprise server. Getting the issue "<porttest> could not be registered".

I just completed JD Edwards E920 Installation successfully. So thought to hare my experience on your issue.

Please let me know whether you ran Installation workbench successfully.

You are receiving error message "<porttest> could not be registered" while doing Porttest from Enterprise server because of below possible causes

1. Your E1 Services "JDE E920 B9 Network" should be assigned to window user JDE.

2. Try to open command prompt with Run as administer option and try Porttest

I'm yet to run the installation workbench. I'm struck in between installation plan creation and installation workbench. I'm following the "Applications guide" to get this up and running.
Issue Summary:-
I've created an installation plan which is finalized and OCM entries were created and a shared package of e920 is created. After that I'm trying to run a UBE report R98403E XJDE0009) to copy data from JDEPLAN to PD910 environment. But, unable to connect to the database on enterprise server during the course.

1. If I understand your correctly, I've to create a new windows user account JDE and then start the "JDE E920 B9 Network" services and do a PORTTEST. Is that what you meant by assigning the services to a windows user JDE?

i finished from install deployment server 9.2
and now am working on install Platform Pack on ENT server But i face the Issue
(can not spawn command %1%)
can u guide me on correct steps
1- install database 12c enterprise on D:\ with Database Character AL32UTF8 this only support in my version
2-install Platform Pack on D:\ then chose FULL
Could to complete the correct steps with prerequisite software

Do you've the database components for JDE 9.2 extracted under platform pack extracted directory (X:/platform pack extracted pkg/orcl)? Can you share the platform pack installation logs? It is found under C:\Program Files\Oracle\Inventory\logs
