Manual Order Level Adjustments - E8.10

JDE Version 8.10
Is there a way to create manual order level adjustments, without involving the reprice program and order groups? I want to be able to apply the order level discount at order entry time.
I know this can be done at a line level, but I am not sure it is possible at an order level??
